How to Apply for a New Personal Licence

Follow the simple guide below or watch the video on how to apply for your Personal Licence.

Once you have passed your APLH course you must apply to your Local Licensing Authority.

 When you have obtained your Personal Licence Holder licensing qualification certificate and have received your Basic Disclosure (Criminal Conviction Certificate) you may start to complete your application form.

Step 1: Apply for a Basic Disclosure (Criminal Conviction Certificate)

England and Wales

Applications for a Basic Disclosure can only be made online from the Disclosure and Barring Service (DBS):

Scotland

Applications for a Basic Disclosure can be made online or by post from Disclosure Scotland: 

www.mygov.scot/basic-disclosure/apply-for-basic-disclosure

To apply you will need:

  • All of your addresses for the last 5 years and the dates you lived there
  • National Insurance number
  • Proof of your identity, for example a passport, valid driving licence or birth certificate
  • A copy of one of the following, which includes your current address:
    • utility bill (gas, electric or landline telephone)
    • current bank statement
    • a typed rental agreement or a Doctor’s letter can also be used in Scotland only
  • A debit or credit card (if applying online)
  • A cheque (if applying by post in Scotland)

The fee is £25.00, and a receipt is immediately sent to the email address registered if applying online.

Once you have received your licensing qualification certificate and basic disclosure you must submit your application for a personal licence immediately (within one calendar month of the date of the basic disclosure as it expires after one month).

Step 2: Complete Disclosure of Convictions Declaration Form

Print and complete the ‘Disclosure of Convictions and Civil Immigration Penalties and Declaration’ form. You will need to send this to your Local Authority with your Personal Licence application:

  • Section 1: Complete your personal details
  • Section 2: Tick the ‘No’ box in the first section. Do not complete the rest of this section.
  • Section 3: Refer to the list of relevant offences. A foreign offence is any offence where you have been convicted under the laws of a country outside England and Wales.
  • Section 4: Sign and date
  • Section 5: Sign and date

Step 3: Apply for a Personal Licence

  • Print and complete the Application for a Personal Licence:
  • Section 1: Complete your personal details
  • Section 2: Tick box ‘1’ which indicates you hold an accredited licensing qualification. Give details of your qualification. Complete by giving the name of your qualification, the date of issue and the issuing body.
  • Section 3: Tick the ‘No’ box for all three questions
  • Section 4: Complete the checklist with the items enclosed
  • Section 5: Sign and date

To apply you will need:

  • 2 passport sized photographs. One photograph must be endorsed on the back with this statement: “I certify that this is a true likeness of (name to follow)” and signed by a member of standing in the community e.g. an individual with a professional qualification; a Solicitor, a Police Officer, Bank or Building Society Official.
  • A cheque for £37 made payable to the Local Licensing Authority where you live. 

Send your application to the local Licensing Authority where you live. You must enclose:

  • The completed application forms
  • Your accredited Licensing qualification certificate (original copy to be sent)
  • Your disclosure of convictions form
  • Your Criminal Conviction Certificate (Basic Disclosure)
  • Two photographs (one endorsed)
  • Proof of right to work in the UK (see note 2 of application form)
  • A cheque payable to your local council for £37

Remember to keep a full copy of all documents for your records.

Before you access your online exam you will be emailed a step-by-step guide to support you through the process. You need a nice clean desk / table space and a quiet room so you can be alone for the duration of your exam.

Whilst you can use most devices to complete your e-learning, you will need a computer or laptop in order to take your exam.

You will need a webcam for your invigilation.

Identification

You will need to supply identification such as a passport, driving licence, work or college ID or another valid ID with your name and a picture.
